SMF (Simple Machines Forum) can be considered as the forum software with the most intuitive forum administration interface.
In the menu on the left, you will find a whole tab named "Forum", which contains different panels for Forum administration.

The SMF (Simple Machines Forum) software can divide your threads in different categories. Each of them can contain unlimited amount of boards. Forum Categories and boards are managed through the "Boards" panel, which can be accessed from the menu on the left.
Let us now create a new category named "Pets" and insert "Parrots" as a separate discussion board.
First click the "Boards" link in the menu on the left.
There you will see a sub-menu, which reads "Modify boards", "Create new category" and "Settings":

Click on the "Create a new category" button in order to start a new category.

You will see the new category edit menu:

You can choose the order of the category, of course it's name (Pets, in our case study) and other options regarding its entire behavior.
When you are done click on the "Add category" button and your new category will be added. You will notice that it is added to the front Boards menu:

To add new board, you will have to click the "Add board" button:

You will be forwarded to the Add new board menu:

Choose the category to be the one we have just created -- "Pets". Fill the name of the board, "Parrots" and then a brief discription "A forum for parrots". Leave the other options as chosen by default and click again on the "Add board" button.

Go to your forum's index page and, voilla, your new category "Pets" with a board "Parrots" will appear:
